Based on my observation,
LazyCreateExtensionHostManagerseems to only start thewebWorkerExtensionHostafterdeltaExtensions, so the Snapshot obtained by thewebWorkerExtensionHostthrough_createWebWorkerExtensionHostDataProviderduring startup is always the latest. Therefore, I removed the use of_lazyStartExtensionsand allowed thewebWorkerExtensionHostto start automatically in lazy mode.
