When using VSCode on HDR monitor, VSCode is dim #72373

Issue Type: Bug
VSCode is not respecting the SDR whitelevel setting. Chromium has support for reading this value and boosting the pixel values appropriately, but VSCode/Electron is not doing this. Please contact zanor@microsoft.com if you have any questions on HDR support.
