Some keyboard shortcuts do not work when use IME #72176

Steps to Reproduce:
- Turn on Japanese IME(Microsoft IME or Google Japanese Input).
- Use Keyboard shortcut(ex. Ctrl+K M).
- Status bar message: "The key combination (Ctrl+K, unknown) is not a command."
VS Code version: Code 1.33.0 (0dd516d, 2019-04-04T15:14:28.026Z)
