Provide a mechanism to track explorer sidebar extensions and to disable them #37950

Some of the extensions provide additional panels in the explorer. This is how my new VSCode window looks now:

The problem I'm having is that I have a docker extension installed only for syntax highlighting, but it forces its panel everywhere, and I have to turn it manually in each window. I'd like to see something like "Disable Always".

The other problem is that it's not possible to go from a panel to whatever extension provides it. Notice how I have two outlines: one is "Code Outline" coming from a good functional extension, the other is "Code outline" and i couldn't yet figure where did I get that one. Something like "Show Extension" in the context menu would help a lot to track those.
