Use the new inline chat UI for both inline chat backends #278054
Description
We have the inlineChat.enableV2 which controls two things
- the lighter UI, which is edits only and has the "escape to chat" for textual replies tool
- a different backend which uses edit-tools to make code changes
The goal of this item is to always use the new UI and have the setting only control the behaviour of the back
