Consider using chat empty state as one place to view all agent sessions. Discussion started here: #270465 (comment)

Open questions:
Should we show all sessions by default or only sessions that are ready to review, in progress, or require a user's attention?
How can we introduce all features of the agent sessions view as it is today, in an expanded 'more' view?
