Move delegation options to a widget near the delegation button and show options on hover

Place delegation options in a menu or widget near to the delegation button. In testing, users were hesitant to click the button because it did not preview what would happen. Showing the available delegation options on hover, and allowing users to select which agent to delegate to creates a clear affordance.
