Steps to Reproduce:

1. Set VS Code display language to Chinese (Command Palette: "Configure Display Language" → zh-CN), then reload.
2. Open VS Code and start a new Copilot Chat conversation.
3. In the chat input, enter a request that forces Copilot to invoke an MCP tool which requires explicit user consent
4. Observe the rendering of the primary consent button (e.g. “Continue”， the chinese is ‘允许’)
