While testing #247399, I noticed that there's an inconsistent order of icons when switching between modes.

Namely, the voice chat icon (which assuming you have it installed) is available across all modes, but is not always in the same spot. We should have some kind of logic that will keep icons in the same location if they are used across multiple modes.
