Test: Tool context not removed when tool disabled #247666

Testing #247399
If you add a tool as context, then disable that same tool before a prompt is sent that tool will not be removed from the prompt context. I'm not quite sure if this should actually be considered a bug or not, but I lean towards yes it should be considered a bug.
Steps to Reproduce:
- Add
#codebasetool as context to prompt - Open tool picker and disable Codebase tool
