Support URL and issues URL don't show if extension URL is unset #243564

- VS Code Version: 1.99.0-insider (system setup), Commit: 2c7a028
- OS Version: Windows 11
Steps to Reproduce:
- Set up VS Code to not have an extension URL per extension
- Notice the support URL (issues URL) and license URL no longer show
