This is now a discoverability issue in Jupyter Notebook. Many screen readers still struggle with navigating between Note cell input and output.
Please consider adding Alt+F1 help menu for Jupyter Notebook and highlighting some useful key strokes, such as:
Ctrl+DownArrow key (go to cell output)
ESC to go back to cell input (please note that some screen reader users need to press ESC twice b/c the first ESC press exits out of their virtual cursor. Please highlight this as well.)
Ctrl+Enter/Shift+Enter, etc.
