• VS Code Version: 1.78.1
• OS Version: Windows 11 x64

Steps to Reproduce:

1. Try to map a key to F20 through F24 to any command.
2. "Unknown" will show when pressing that key to capture a keybinding
3. The key is not mapped.

Issue comes from this pull request - #179591, F20 thru F24 should be mapped.

See attached video that F19 works fine, the remaining button presses that show 'unknown' are F20 through F24.
