Tooltips gets in the way of general operations in the editor #15667

- VSCode Version: 1.7.1
- OS Version: Windows 10 64bit
Steps to Reproduce:
I'm finding that the hover over tooltip gets in the way of general operations in the editor. i.e. when trying to double click on words. The tooltip prevents selection (see the screenshot).
Can we have a setting to change the delay timing for these tooltips?
