Description of screencastMode.keyboardShortcutsFormat reads:

"Controls what is displayed in the keyboard overlay when showing only shortcuts."

The "only" implies that this setting only applies when "screencastMode.onlyKeyboardShortcuts": true

That is not correct. The two settings seem to be independent.
