Update SDL image from 2.0.5 to 2.6.2 bringing first party CMake support.
Additionally, moved to using
vcpkg_from_githubto enable using--headoption and added a usage file.Lastly, the fix for #21331 seems no longer needed, I was not able to reproduce the described issue on a Linux machine or a MacBook.
