What does your PR fix?
Fixes the exported pkg-config file (for [vcpkg_fixup_pkgconfig] Check for more problems, add unit test #23898 (comment)).
Fixes dependency lookup and feature control.
Adds feature "tools". (Tools didn't link before the dep fixes.)
