The PR #23134 which increased our
cmake_policy()invcpkg.cmakeunexpectedly resulted in pushing that policy into consuming projects.This PR partially reverts that behavior by removing all applied policies around our overriding functions (
add_library, etc). This fixes bothllfioandjsonnetand supersedes #23167 and #23166.
