I tried different settings but the problem is iforts defeault mangling on Windows. Adding the lowercase and underscore flags the error building Lapack is:

ETIME is a Fortran library function and is not exported as etime_ in the fortran libraries intel ships. There everything is uppercase without any trailing underscore. Intel seems to make the built fortran libraries on windows incompatible by design by sticking to their naming convention on windows (which also breaks cmakes detection in FindBLAS and FindLAPACK). The funny thing is that their MKL/LAPACK implementation ships with every possible name mangling (uppercase/lowercase/with&without trailing underscore).
