Fragments cause the error 'Found multiple profiles with the same GUID in your settings file' #11323

Steps to reproduce
- Put a json fragment that creates a new profile in
AppData\Local\Microsoft\Windows Terminal\Fragments\{any-name-here} - Start WT (check dropdown to make sure the fragment profile is there for sanity)
- Close WT
- Start WT again
Expected Behavior
No error
Actual Behavior
- Receive the error:
Found multiple profiles with the same GUID in your settings file - ignoring duplicates. Make sure each profile's GUID is unique. - Added profile is no longer in the dropdown
