Create an ADR for building and integration memory components into different parts of SK

• Create / agree list of features to be in scope for Build? (e.g. memory framework, sample components, etc.)
• Create suggested interface and list of tasks for unifying agent interfaces via addition of thread/chat history
• Determine target date for ADR review
