We don't need this feed, and it is causing build problems during release. Drop the references to the microsoft/git fork except during CI builds. Signed-off-by: Derrick Stolee <dstolee@microsoft.com>

It's too bad that we cannot re-run only failed jobs, the macOS jobs seem to fail with an SSL connect error (which I assume is transient). The Ubuntu-20.04 job seems to fail because |
