[Mount Removal] Scalar.Service should provide a way to kill an active maintenance task, and it should be used when upgrading

When performing an upgrade `Scalar.Service` should be asked to terminate any running maintenance task.

If it's possible for the Service to receive a signal on Mac that it's being killed, see if `Scalar.Installer.Mac/scripts/preinstall` can be removed.
