Summary

This task is to track the creation of the appropriate telemetry "back-end" for our CLI telemetry. This includes:

• Onboard to 1DS to get API key
• Local verification that telemetry events can be sent with that key
• Sign-off from legal that we're following the appropriate data-handling policies

Motivation

Without back-end, the telemetry doesn't go anywhere. :)
