Enable telemetry with correct setup string by connecting to the backend #10141
Description
Summary
Right now telemetry is effectively disabled, as there's no back-end to receive the data. This task is, once the back-end has been created, to replace the current setup string with the new one in main through 0.68-stable.
Motivation
No point in telemetry if it never goes anywhere.
