Create App Packages only emits msix files, not bundles, even when told to Always do it

Steps to reproduce the bug

Try creating this template project

Create an app package through whichever method

Ensure you have these settings

You won't get a bundle in your output directory, just MSIX files

Expected behavior

Should generate a bundle
