Describe what happened: The "contacts" view constantly refreshes without user interaction. I haven't clicked anything inside the live share view or run any liveshare-related commands, I've only opened it.

Steps to Reproduce / Scenario:

1. Open the liveshare view
2. Wait some indeterminate amount of time
3. The contacts view enters a refresh loop
