The repository needs development container configuration to provide a consistent, fully-configured development environment with all required tools and extensions.

Additional Context

Files to add:

• .devcontainer/devcontainer.json - Development container configuration with Node.js, PowerShell, required extensions
• .devcontainer/README.md - Development container documentation and usage guide

Priority: Wave 1 (Priority 1) - Can merge in parallel with other Wave 1 PRs

Dependencies: None - independent issue

Testing: Open repository in VS Code with Dev Containers extension, verify container builds successfully, test all development tools are available
