Additional context

Neutral stroke alpha is a Subtle border treatment that designers can leverage to add slight definition to containers

Teams would like to use this in our left rail (Tree component), to bring our visuals closer to the Win 11 visual language

Neutral background alpha is for enabling native material (mica) to show through on desktop client for the left nav
Neutral background alpha 2 is for enabling native material (mica) to show through on desktop client for the canvas nav
