🛠️ Description

This PR improves multi-tenancy support by adding Azure Lighthouse guidance to the Azure optimization engine, including a reference template to be used for AOE Lighthouse deployments. Additionally, some improvements were made to a couple of workbooks for a better multi-tenant coverage.
