🐛 Problem

I am deploying v0.10 from template and receiving the error "Authorization Failed for Template Resource [X] of type "Microsoft.Authorization/roleAssignments". The client [X] with object ID [X] does not have permission to perform action "Microsoft.Authorization/roleAssignments/write" at scope [X]

Confirming I have owner permissions on the subscription in which the hub is being deployed.

👣 Repro steps

1. Deploy from template in subscription in which I have owner permissions
2. Key vault, storage deployment succeed, data factory fails
