[External Tools] Support external tool activation via AppExecutionAlias, including arguments #3251

Suggested new feature or improvement
Apart from protocol activation, another way a packaged app supports activation arguments is via AppExecutionAlias. Project Ironsides should support this also.
Scenario
Enable registering an external tool that defines an AppExecutionAlias.
