Epic: Add First-Class Support for Python Apps

This epic tracks the work required to provide first-class support for Python applications in Aspire. The goal is to enable developers to build, deploy, and manage Python backend services and JavaScript frontend applications with the same streamlined experience as .NET projects.

Motivation

• Widen the adoption of Aspire to non-.NET communities.
• Facilitate rapid prototyping and development for Python and JavaScript stacks.
