Copy the root LICENSE (MIT) into each package and integration directory so they are self-contained when published to PyPI. 28 directories need LICENSE: 10 main packages (agent-compliance, agent-governance-dotnet, agent-hypervisor, agent-lightning, agent-marketplace, agent-mesh, agent-os, agent-runtime, agent-sre, agentmesh-integrations) + 18 integrations under packages/agentmesh-integrations/. Acceptance Criteria: All 28 directories contain a LICENSE file matching the root license.
