Our documentation hasn't been great in the repo, and we need to do better.

Here are a few items that we should include:

• Troubleshooting tips (move out of private wiki)
• Detailed command-line documentation, especially around cloning.
• FAQ, including "how does microsoft/scalar fit in with microsoft/vfsforgit?"
• Repo maintenance steps, such as cutting a new release.

Some of this information already exists in private wikis or One Notes. We should make as much public as possible.
