When the STL_EDG_DROP environment variable contains the path of an EDG frontend binary, lit forwards `cl /BE` invocations to that binary, and skips all remaining test cases.

This seems fine to me for now. I hope to have some time to rework the test harness soon™ and might revisit this then.
