Steps to reproduce
There's a conflict with Win + Ctrl + + on Czech keyboard. + sign is low shift glyph on 1 key, and that brings Always on Top shortcut in conflict with default system Win+Ctrl+1 to switch to last active window.
Czechs, proudly causing troubles for 1000 years...
