Description of the new feature / enhancement

Allow users to manually pin any command/item to the top of the Home page. This should behave like today’s “pin apps”, but generalized so apps are just another pinnable item, removing the need for a separate “pinned apps” mechanism.

• Pinned items are at the top — in front of all other items.
• Since we now have sections, we can leverage that.
• Pinning items that are not top-level could be supported (cross concerns with GoToPage here)
