Steps to reproduce

Repro Steps:

1. Open Power Toys.
2. Now navigate to the color picker from the left navigation pane and select it.
3. Now select open setting.
4. Now Activate the color picker with the shortcut key.
5. Now activate the color picker box.
6. Color picker utility dialogue will appear.
7. Now Check the color contrast ratio of the color code text.
8. Observe the issue.

✔️ Expected Behavior

Text should meet at least the 4.5:1 contrast ratio for normal-sized text.

❌ Actual Behavior

The text inside the Color Utility Dialog has a foreground and background color combination that results in a contrast ratio of 3.23:1.

Additional Information

User Impact:
Users with low vision, color blindness, or those using screens in low-brightness or high-glare environments may have difficulty reading the text.
