Fancy Zones does not work with applications like GoToWebinar #3734

PowerToy module: FancyZones
Steps to reproduce
- Attend to a GoToWebinar meeting using the GoToMeeting client
- Try to move the window while holding the shift button to apply it to a zone that.
- The window cannot be moved to a fancy zone area (screen does not turn blue)
