I'm trying to run the latest release (FoundryLocal-x64-0.7.117.msix) on my AMD GPU device, and I'm encountering errors with some of the commands.

1. When I initially run foundry cache ls command, I get an error that goes away when I run the command a second time.
2. When I run foundry service status, I get an error having to do with EP auto-registration status.
3. When I run foundry cache ls a second time, I get a different exception but am then able to view my cache.

Note that I do not have any EPs manually installed on my device.
