* Add back Serializable object reference as Exception.Data does validation on .NET Framework that is indeed serializable before we can use it store the object reference * Fix KeyValuePair tests on .NET Framework and enable unit tests for .NET framework * Add tests and change delegates for keyvaluepair to match current code * Disable net47 test for now
