Description of the problem or steps to reproduce

It would be useful to have a toggle command, next to set. This way, we can toggle a setting on and off by hotkey, without the need for a seperate action to be implemented for every option.

For example, toggle softwrap: Instead of having to write lua code (as suggested by zyedidia), we could simply bind Alt-z command:"toggle softwrap".
