The message says 3.11, but the condition would pass on 3.10.1
This could've been caught by https://docs.astral.sh/ruff/rules/bad-version-info-comparison/#bad-version-info-comparison-pyi006, but it seems the rule only runs on
.pyifiles. I opened astral-sh/ruff#13836
