Adjusting the ihi behavior to rely on the Mode Type set to Final,
instead of being directly linked to the Step Type set to Finalize.

We have a Mode parameter in the root guide with options like Wip and Final, but it seems unused in the Shifter component, suggesting a meaningful improvement.
