This is really systematic and i want to let you know!
Anytime i upgrade to a newer version of Meteor in windows i must ctrl+c for both typescript and standard-minifier-css version extraction because it always locks extracting these packages, but this happens only the first time, if i abort the upgrading process and then restart it, the installation quickly steps over downloading and extracting either typescript or standard-minifier-css package depending on when i've aborted the upgrading phase.

I hope the issue is clear, it's a bit difficult to describe...
