Description:
The vibration motor does not activate when new notifications arrive on the T-LoRa Pager, even with the vibration setting enabled in the user interface.

Steps to reproduce:

1. Enable "All Enabled" or "Notifications" in settings (System Action -> Notifications -> Buzzer Actions)
2. Send a message to the device
3. Observe: No vibration occurs

Expected behavior:
Device should vibrate when receiving new notifications.

Current behavior:
No vibration feedback despite enabled setting.
