Client_base currently uses favorite nodes to manage their routing choices. An additional bit to mark them separately than favourites for messaging purposes would dis-ambiguate this.

Currently there is no list of nodes that a particular node may manage. Adding another bit for this would enable quick checking of nodes which are known to be previously managed.
