Create a settings picker for the TAK Server's channel index. This allows users to specify TAK traffic to use the non-primary channel to help reduce channel congestion.

@niccellular Can we not let users choose channel index for Tak for now. This encourages bad behavior like setting primary to default long fast adn secondary to an encrypted tak channel. This creates an illusion where packets still populate the same frequency but are encrypted. We can add this feature later when we lock donw Tak on public frequencies. |

never mind ill add my own code on top which will not allow public channels to be used |
