chore(ci): Add Crowdin sync to scheduled updates#3760

This commit updates the `scheduled-updates` GitHub workflow to include localization (l10n) tasks. A new step is added to sync with Crowdin, which will: - Upload source strings. - Download the latest translations. The pull request created by the workflow has been updated to reflect these new translation changes in its title, commit message, body, and labels.
